Click here to view the Village's 2025 Ordinance regarding motorized vehicles. E-bikes and e-scooters must be walked on the sidewalks in the Central Business District. This creates a safer environment for pedestrians using the sidewalks.
Common safety tips for e-bike and e-scooter riders include: look both ways at intersections, wear a helmet, and stay alert.
This link provides information on the state law pertaining to low-speed electric scooters. The Village did not pass regulations outright prohibiting e-scooters outside of the definition provided in the state law.
In Illinois there are three classes of electric bicycles:
Class 1: Pedal-assist only, motor goes up to 20 mph
Class 2: Throttle-assist, motor goes up to 20 mph
Class 3: Pedal-assist, motor goes up to 28 mph, 16 years or older
To classify as a low-speed electric bicycle under the Illinois state law, the vehicle must have fully operable pedals, a maximum speed of 20 mph (28 mph for Class 3), and an electric motor of less than 750 watts.
E-motorcycles/E-dirt bikes exceed the legal limits for low-speed electric bicycles in Illinois and do not have pedals to generate movement. These vehicles can reach speeds over 30 mph and are classified as motor-driven cycles, which require a valid driver’s license, registration, and insurance. State law also prohibits anyone under 16 from operating them. These bikes are not toys – they are powerful machines that pose real safety risks to both the rider and the public. To help prevent accidents and keep our community safe, officers will escort underage riders’ home if they’re found operating non-compliant vehicles.
